Cleobetra at a glance
Cleobetra is an online casino and sportsbook at cleobetra.com that third-party reviewers date to 2025. It runs one international English-language site; we found no Canada-specific domain or page. This review is written for readers in Canada outside Ontario and Alberta, and every fact below was checked on October 21, 2026 against the source named beside it. Where the operator does not publish something, we say so rather than fill the gap.
The short version: Cleobetra has a very large slot lobby, shows Interac e-Transfer on its own site and has a sportsbook in the same account. Against that, the site names no operator company, third-party sources disagree about the operator and the licence, and complaint sites show a pattern of delayed withdrawals and account closures. Read the licence section before you sign up.
Key facts
- Website: cleobetra.com (one international site)
- Operator: not named on the site. Third-party sources name three different companies (see below).
- Launched: 2025, according to AskGamblers and Casino Guru (not stated by the operator)
- Canadian dollars: CAD accounts listed by AskGamblers, Casino Guru, correctcasinos and gamblcritic; not confirmed on the operator's site
- Interac e-Transfer: shown in the payment strip on the operator's homepage and Help Centre
- Games: 11,027 slots in the operator's lobby on October 21, 2026, plus live dealer tables and a sportsbook
- Support: live chat and email (support@cleobetra.com) in English, which the operator says is available 24/7
- Not available through SpinsPilot in: Ontario, Alberta
Is Cleobetra legit? The licence question
A licence is the first thing to check at any offshore casino, because it decides who you can complain to if a withdrawal goes wrong. Cleobetra's footer reads only "2026 © Cleobetra.com All rights reserved." Its About page names no company or address.
Third-party review sites fill the gap with answers that do not agree with each other:
- casino.org, gamblcritic and correctcasinos name NovaForge Ltd of Mutsamudu, Anjouan (Comoros), and an Anjouan licence without a number.
- playcasino.com names Volcan Explosions Ventures S.R.L and a Tobique Gaming Commission licence, number 0000070, which it says is shared with BetRepublic.
- AskGamblers mentions Costa Rica, which has no register for online-casino licences.
- Casino Guru names Casolinia Group as the owner and lists no licence.
We checked the registers ourselves on October 21, 2026, including the Anjouan register, the Kahnawake Gaming Commission's permit-holder list (dated September 28, 2023) and the Curaçao register, dated October 20, 2026 and read on October 22. The Tobique Gaming Commission list does include Volcan Explosions Ventures S.R.L as a B2C licence holder with an expiry of May 22, 2027, but that list shows only the company, expiry and licence type, with no domains, so it does not show that Cleobetra runs under that licence.
Where Cleobetra is available
SpinsPilot covers Canada outside Ontario and Alberta, which both run their own regulated online markets (Alberta's opened on July 13, 2026). Cleobetra is not offered to readers in Ontario or Alberta through this site. We could not read Cleobetra's restricted-territory clause, so we cannot say whether it refuses any other province. The restricted-country lists published by playcasino.com and gamblcritic do not include Canada.
The legal age in your province applies: 19+, or 18+ in Quebec and Manitoba. Cleobetra's own footer says 18+.
Pros and cons
Pros
- Interac e-Transfer shown on the operator's own site
- A large slot lobby: 11,027 slots and 387 jackpot games listed on October 21, 2026
- Casino and sportsbook in one account
- CAD accounts, according to four third-party sources
- Live chat and email support that the operator describes as 24/7
Cons
- No operator company named on the site
- Three different operator names in third-party sources
- Complaint patterns: delayed or cancelled withdrawals, account closures, withdrawal caps on large wins
- Limited responsible-gambling tools, according to three third-party reviews
- The terms, payments and responsible-gaming pages did not load their text for our research
Bonuses and promotions
Cleobetra, like most offshore casinos that serve Canada, advertises a welcome offer for new players and promotions for existing ones. Offers at sites like this change often and can differ by country, currency and the link you arrive from, so we do not print figures in this review. The current Canadian offer, with its wagering requirement and limits, is on our Cleobetra offer page, which is kept up to date separately from this review.
How casino bonuses work at a site like Cleobetra
- Wagering requirement: bonus money has to be bet a set number of times before it can be withdrawn. Check whether the multiple applies to the bonus alone or to the deposit plus the bonus, because the second can double the amount you have to play through.
- Maximum bet: bonus terms usually cap the stake per spin or hand while a bonus is active. Going over the cap can void the bonus winnings.
- Game weighting: slots usually count in full towards wagering; table games and live dealer games often count less, or not at all.
- Expiry: bonus funds and free spins expire if the wagering is not met in time.
- Cashing out early: asking for a withdrawal while a bonus is active usually cancels the bonus and anything won with it.
Complaints about Cleobetra make this practical rather than theoretical. Trustpilot reviewers describe bonus balances being removed, and AskGamblers cases describe withdrawal caps that spread large wins over months (both read October 21, 2026). Read the bonus terms on the operator's site before you accept an offer, and keep a screenshot. If the terms change later, you have a record of what you agreed to.
The sportsbook sits in the same account. If you plan to bet on the NHL as well as play slots, check whether an active casino bonus restricts sports betting, or the other way round, before you opt in.
A bonus does not change the odds of any game. If you would rather play without wagering conditions, look for the option to decline the offer when you deposit.
Games and providers
Cleobetra's lobby is large. The operator does not publish a site-wide total, but its homepage category counts on October 21, 2026 were:
- Slots: 11,027
- New: 1,312
- Popular: 949
- Hot Jackpots: 387
- Blackjack: 357
- Roulette: 175
- Top Live Casino: 171
- Game Shows: 39
The categories overlap (a new slot can also be a popular one), so the numbers should not be added together. Third-party totals differ: playcasino.com says 11,000+ games and casino.org says 14,956 games from 140 studios. Lobby counts change week to week as games are added and removed, which is why we give the date.
Providers
The operator does not list its studios on the pages we could read. Third-party reviews name Pragmatic Play, Playtech, Spinomenal, Hacksaw Gaming, Red Tiger, Nolimit City and Play'n GO. Evolution, the largest live-dealer studio, is listed by some reviews and denied by casino.org, so treat it as unconfirmed until you see its tables in the lobby.
Live dealer and game shows
Cleobetra has a live casino section, with 171 titles in its "Top Live Casino" category, and 39 game shows. Blackjack and roulette have the largest table-game counts, at 357 and 175 titles, so there is depth if live blackjack or roulette is what you play.
Return to player (RTP)
Cleobetra publishes no site-wide or audited payout percentage on the pages we read. Check the RTP in each game's own information panel. Some studios supply the same slot in versions with different RTP settings, so the figure on a review site may not match the version a casino runs.
Sportsbook
Cleobetra's About page calls the site "an innovative online sportsbook and casino". We did not research its sports markets or odds for this review. If hockey betting is your main reason to sign up, compare it with the sportsbooks on our NHL betting page first.
Payments and payout speed
For most Canadian readers the payment question comes before the bonus: can you deposit with Interac, and will a withdrawal arrive? Here is what we could and could not establish.
Methods shown by the operator
Cleobetra's homepage and Help Centre payment strip show Visa, Mastercard and Interac e-Transfer (the image label is misspelled "Inerac e-Transfer"). The full list sits on a Payments page that did not load its content for us, and the /payments address returned an error, so the operator's own list stops at those three.
Methods listed by third parties
AskGamblers lists a longer set. It is not split by country, so not every method may appear for a Canadian account:
- Deposit: Visa, Mastercard, Interac (variant not named), MuchBetter, Paysafecard, Neosurf, Skrill, Neteller, MiFinity, SticPay, CashtoCode, Zimpler, Revolut, BLIK and bank wire; crypto: Bitcoin, Bitcoin Cash, Ethereum, Litecoin, XRP, USDT, USDC and Cardano
- Withdrawal: Visa, Mastercard, Interac, MuchBetter, Skrill, MiFinity, SticPay, Zimpler, Revolut and bank wire; crypto: Bitcoin, Bitcoin Cash, Ethereum, Litecoin, XRP, USDT, USDC and Dogecoin
correctcasinos adds Flexepin, Jeton, Payz, eZeeWallet, Solana, Tron and Shiba Inu. iDebit is not listed by any source we read. InstaDebit, which closed in 2026, and Interac Online, retired in 2024, are not listed either.
What this means for a Canadian deposit
- Interac e-Transfer is the method most Canadian players use, and the one the operator itself shows. Our Interac e-Transfer guide explains how it works with casinos.
- Credit cards: several Canadian banks reserve the right to block gambling transactions or treat them as cash advances, which carry interest and fees. A card deposit can be declined even when the casino accepts the card. Our Canadian banks page covers this bank by bank.
- Crypto: available according to third parties. Crypto transfers cannot be reversed, so check the wallet address and the network twice.
Payout speed and withdrawal limits
We do not state payout times in our reviews. Published processing windows change, and complaint records show they are not always met. The operator's current processing times are on the Cleobetra offer page.
Cleobetra's withdrawal limits are set in its terms, which we could not read. Third-party reviews print daily and monthly caps, but we quote limits only from the operator's own terms. AskGamblers reports that Cleobetra's finance department works Monday to Friday, 6 a.m. to 5 p.m. GMT. If that is correct, a withdrawal requested on a Friday evening may not be handled until Monday.
Verification (KYC)
The Help Centre has a "My Account & Verification" section that did not load for us. Third-party reviews agree that Cleobetra verifies accounts before the first withdrawal and asks for:
- government photo ID, such as a driver's licence or passport
- proof of address, dated within 90 days according to gamblcritic, or within three to six months according to casino.org
- proof of the payment method: a copy of the card, or a screenshot of the e-wallet or crypto wallet
- in some cases, one to three months of bank statements (casino.org)
Upload these before you request your first withdrawal, not after. Slow verification sits behind many of the withdrawal complaints covered below. A legitimate casino never needs your Social Insurance Number.
Mobile experience
Cleobetra is a website at cleobetra.com, and the casino and sportsbook share it. Our research did not include phone testing or app-store checks, so we do not describe how the site runs on a phone and we do not say whether an app exists. What we can confirm does not depend on the device:
- One account covers the casino and the sportsbook.
- The payment strip with Interac e-Transfer, Visa and Mastercard is part of the website itself.
- Support runs through live chat and email, both reachable from a browser.
If you plan to play mainly on a phone, a few checks are worth two minutes before you deposit:
- Open the site in Safari or Chrome and confirm that the cashier, the document upload for verification and live chat all work on your screen.
- Check that the bonus terms and the T&Cs open in full on your phone. These are the pages that did not load for our research.
- Set any limits your account offers before your first deposit, not after.
- Install a casino app only from the App Store or Google Play, and only if the operator lists one there. Never install one from a link in an email or a chat.
Player feedback
Complaint sites are the best public record of how a casino behaves when a withdrawal is disputed. We read the three main ones on October 21, 2026. We report patterns and counts, not individual claims, which we cannot verify.
Casino Guru: 26 complaints
Casino Guru lists 26 complaints against Cleobetra. Most concern account closures, including one account that was reopened after the player had self-excluded. Delayed withdrawals are the second theme.
AskGamblers: 8 complaints
AskGamblers lists 8 complaints. The patterns are withdrawals delayed by two to three weeks or cancelled without a stated reason, and withdrawal caps that stretch large wins over several months.
Trustpilot
Reviews on Trustpilot (ca.trustpilot.com) repeat the withdrawal delays and add bonus balances being removed and support agents giving conflicting answers. Trustpilot lists the company's location as Comoros. One reviewer mentions a lookalike domain, cleobetra-games.club, so check that you are on cleobetra.com before you log in or deposit.
What the pattern tells you
For a casino that third parties date to 2025, 34 complaints across two complaint sites is a moderate count, and what they are about matters more than the number. The recurring themes are withdrawals, account closures and self-exclusion. Two practical steps follow from that: complete verification before you have a balance to withdraw, and keep screenshots of the bonus terms, your balance and any chat transcripts.
The reopened self-excluded account is the most serious item. If you are excluding yourself because gambling has become a problem, use the support available in your province as well as the casino's own tool. Our responsible gambling page explains the options.
How we researched this review
This review is written from research, not from play. We did not open an account, deposit or request a withdrawal at Cleobetra. Every fact was read from a public source on October 21, 2026, and the text says where each one comes from.
Sources we read
- The operator: the cleobetra.com homepage, About page and Help Centre
- Regulator registers: the Anjouan Gaming licence register, the Tobique Gaming Commission licence holders list, the Kahnawake Gaming Commission permit-holder list and the Curaçao Gaming Authority licence register (dated October 20, 2026, read October 22, 2026)
- Third-party reviews (labelled in the text): AskGamblers, Casino Guru, casino.org, playcasino.com, gamblcritic and correctcasinos
- Player feedback: the Casino Guru and AskGamblers complaint records and Trustpilot
What we could verify
- Interac e-Transfer, Visa and Mastercard in the operator's payment strip
- The lobby category counts, the live casino and the sportsbook
- The support channels and the operator's 24/7 statement
- That no operator company appears on the site
- That Volcan Explosions Ventures S.R.L appears on the Tobique list without any domain
What we could not verify
- The terms and conditions, the Payments page and the Responsible Gaming page loaded without their text, so we could not read the restricted-territory clause, the withdrawal limits, the account currencies or the full cashier list.
- Which company operates the site.
- Whether any province other than Ontario and Alberta is refused.
- CAD accounts and the KYC document list, which come from third parties only.
We will recheck this review when the operator's terms can be read. Bonus figures and payout times are left out of the review on purpose; they are kept on the offer page, where they can be updated as they change. How the rating is built is explained on how we rate casinos, and how SpinsPilot is paid is on our affiliate disclosure.
Best alternatives to Cleobetra
These casinos from our list have their licence in a public register. Each was checked on October 21, 2026.
Tonybet
Tonybet's operator, Osauhing Tonybet, appears on the Kahnawake Gaming Commission's list of interactive permit holders with a dedicated Canadian site, tonybet.com/ca (the list is dated September 28, 2023). Third-party sources list CAD accounts and Interac, and the casino and sportsbook share one account. tonybet.com is not available in Ontario or Alberta. See the Tonybet offer.
iWild
iWild's licence is in the Curaçao Gaming Authority register: OGL/2024/758/0228, held by Goodwin N.V., with status active. The trade-off is currency. Its terms offer EUR, USD and crypto, not CAD, and third-party sources disagree on whether Interac is available. See the iWild offer.
Verde Casino
Verde's licence, OGL/2024/686/0183 held by Wiraon B.V., is in the Curaçao register, although its renewal shows "Assessment in progress". Third-party sources list CAD accounts; one lists Interac and another does not. See the Verde offer.
Your provincial site
Most readers already have an account with their province: PlayNow in British Columbia, Manitoba and Saskatchewan, lotoquebec.com in Quebec and alc.ca in the Atlantic provinces. These sites are run by provincial lottery corporations and pay in Canadian dollars; PlayNow, for example, verifies players at sign-up. Their lobbies are smaller and their promotions fewer than at offshore casinos, and that is the trade-off most readers are weighing. For a wider comparison, see our list of best casinos.
Overall verdict
Cleobetra offers what many Canadian players look for in an offshore casino: a slot lobby of more than 11,000 titles, live dealer tables, a sportsbook in the same account and Interac e-Transfer shown on its own site. Third parties also list CAD accounts.
The weakness is transparency. The site names no operator, and third-party sources name three different companies and four different licence positions. The complaint record centres on withdrawals, account closures and self-exclusion.
Our rating: 3.6 out of 5
SpinsPilot scores every casino on the same seven criteria. Cleobetra's breakdown:
- Licence: 0.3 of 1.2
- Interac: 0.8 of 0.8 (named on the operator's site)
- CAD account: 0.6 of 0.6 (listed by four third-party sources)
- Provinces: 0.5 of 0.5 (no refusal beyond Ontario and Alberta found)
- Responsible-gambling tools: 0.4 of 0.6 (self-exclusion through support; limits not confirmed)
- Support: 0.5 of 0.5 (live chat in English, stated as 24/7)
- Complaints: 0.5 of 0.8 (moderate)
Who it suits
Cleobetra suits a player who wants a very large slot selection and Interac deposits, completes verification early and withdraws regularly rather than letting a balance build. For comparison, see the alternatives above.
Whichever casino you choose, set a deposit limit before you play and treat gambling as paid entertainment, not as income. If it stops being fun, our responsible gambling page explains the support available in your province. 19+ (18+ in Quebec and Manitoba).
